Most public schools in Texas are operated by one of the state’s roughly 1,000 school districts. Charter schools, which operate with enhanced freedom and flexibility to meet students’ needs, account for 983 of the state’s public schools. Charter schools operate under a contract with an authorizer, either the Texas Education Agency (TEA)  or a traditional school district.

Schools chartered by a district have more autonomy than other district schools but are still part of their local district. Currently, 14 Texas districts can authorize charter schools. All state-chartered schools in Texas are authorized by TEA and serve as their own Local Education Agency (LEA). They are required to meet higher standards for academic and financial performance than traditional school districts.
