Fiscal Impact as a Factor in Charter Growth in Rhode Island

Charter schools and district schools both operate within the same public education ecosystem, yet one of the most common misperceptions of charter schools is that they take financial resources from the local school district, thereby causing a negative fiscal impact on the district. This report reviews the charter law in the state of Rhode Island to explain how the law eases, and in some cases eliminates, the financial effect of per-pupil funding that would leave a district school and follow the student to a charter schooland why that may be reason for concern.
